New Yorkers won’t have to be concerned about the price of the dog in the store display starting in 2024.

On Thursday, Senate Bill S1130/Assembly Bill A4283 were both signed into law by Governor Kathy Hochul of New York. The law forbids the sale of dogs, cats, and rabbits in retail pet stores.

The goal of the proposal is to stop so-called “puppy mill” breeders who abuse their animals and sell them to retail establishments. Supporters claim that pets purchased from pet stores are frequently unwell and that providing necessary care for their new families may be quite expensive.

All around New York, Hochul stated, “Dogs, cats, and bunnies need loving homes and decent care.”

When the prohibition goes into force, New York will join the states that have outlawed retail pet sales, including California, Illinois, Maine, Maryland, and Washington.

Some merchants objected to the change, claiming that it would force them to close. The proprietor of a Buffalo pet shop, David Boelkes, told the New York Post last month that “this bill will not shut down a single breeder.” It would just make it more difficult for folks to buy a dog from an honest source.

However, the majority of pet stores don’t sell puppies, kittens, or bunnies, according to the Humane Society of the United States. The organization also highlighted statistics from the industry that show animal-free pet shops are more successful than those that do.

“The necessity for this historic law has been highlighted by our undercover investigations, which have shown ill puppy sales and abusive practices in New York pet businesses. Kitty Block, president and CEO of the Humane Society of the United States, declared that New Yorkers would no longer be conned into paying hundreds of dollars on puppies that were sometimes sick and nearly invariably came from deplorable puppy mills.

The new regulation will let retailers to rent space at their establishments to shelters and other groups that may organize adoptions while no longer permitting retail sales.

Assemblywoman Linda B. Rosenthal, a Manhattan Democrat and the bill’s author, claimed that New York State “would no longer let horrifically awful puppy mills around the country to feed our pet retailers and generate a profit off animal cruelty and unknowing consumers.” The selling of dogs, cats, and rabbits at pet stores will come to an end. As a result, shelters and rescues will be able to work with these establishments to promote suitable animals and find them permanent homes.
