Following the tragic events of a failed hostage rescue operation in Nigeria, Britain and Italy have taken diplomatic strides to enhance cooperation in counter-terrorism efforts. The announcement came after Foreign Secretary William Hague and his Italian counterpart, Giulio Terzi, engaged in discussions in Rome, addressing the aftermath of the unsuccessful mission that resulted in the loss of engineers Christopher McManus and Franco Lamolinara.
The deaths of the hostages had triggered a diplomatic rift between London and Rome, with Italian officials expressing dissatisfaction over being uninformed about the rescue operation until it was already in progress. In a joint statement issued after their meeting, Hague and Terzi acknowledged the pressing threat faced by both nations, stating, “The threat facing our countries had been tragically underlined by events in Nigeria two weeks ago.”
To fortify their collaborative efforts, the foreign ministers affirmed their commitment to closer cooperation and consultation in counter-terrorism matters. They unveiled plans to establish a UK-Italy high-level group on terrorism, designed to oversee and enhance cooperation in various areas, including counter-kidnap, piracy, radicalization, and addressing challenges in Yemen, Somalia, and Libya.

This encompasses addressing issues such as counter-kidnap, piracy, radicalization, as well as specific regional concerns in Yemen, Somalia, and Libya. The joint effort aims to create a comprehensive framework for tackling shared security challenges.
In addition to their commitment to bilateral cooperation, Hague and Terzi outlined plans to contribute to building “regional capacity” to combat the threat of kidnappings by terrorist groups operating across borders. As an initial step, the UK and Italy pledged to explore strategies for reinforcing Nigeria’s capacity to counter terrorism. This includes extending support to regional law enforcement and enhancing security coordination, demonstrating a commitment to addressing the broader implications of terrorism beyond their national borders.
