The Finnish Ministry of Interior has unveiled a new policy that offers financial assistance to asylum seekers for their voluntary return to their home country. According to the ministry, asylum seekers can receive up to 5,000 euros ($5,500) if they apply for assistance within 30 days of receiving the first negative asylum decision or withdrawing their asylum application. The decree is scheduled to take effect on January 1, 2024.
Under the new policy, the amount of aid decreases to 2,000 euros if the asylum seeker applies for assistance after the initial 30-day period. Additionally, the ministry specified that victims of human trafficking who are not residents in Finland and individuals with temporary residence permits due to travel restrictions may be eligible for 3,000 euros in assistance.
The objective of the new decree, according to the ministry, is to align with the Government Programme’s goal of providing staggered assistance for voluntary return, encouraging individuals to leave the country promptly and dissuading them from seeking a review of their asylum decision. The decree also aims to standardize the level of assistance with Finland’s reference countries.
The previous system classified countries into four groups to determine the amount of payments for voluntary return. However, the new decree eliminates these groups, ensuring that all asylum seekers receive the same assistance regardless of their country of origin. The financial support is not applicable to individuals relocating to another EU or Schengen country or a nation whose citizens do not require a visa to enter Finland.
This policy shift reflects Finland’s commitment to managing asylum cases efficiently and encouraging timely decisions on voluntary returns, while also addressing the broader challenges associated with migration and refugee resettlement.
