According to Speaker Vyacheslav Volodin, the State Duma, the lower chamber of the Russian parliament, will shortly outlaw foreigners paying Russian women to carry their children. Early December will see the passage of a measure on the subject, he added.
On Sunday, Volodin said on his Telegram channel, “The selling of children is abhorrent.” “45,000 toddlers born to surrogate moms over the previous few years have been sent abroad. It is a significant illicit commercial operation with a projected annual revenue of over €2 billion ($2.04 billion).
Such infants “often wind up in very perilous situations: they become victims of crimes, including the illicit organ trade, and become adopted by same-sex couples,” according to Volodin.
Surrogacy has been subject to legislative pressure for limits, with some asking for a complete ban in Russia. A law that would prohibit foreign nationals from using surrogate moms was first submitted last year.
Moscow prohibited US people from adopting Russian children in 2012, citing a number of high-profile incidents of abuse and adoption-related fatalities as well as Washington’s sanctions against Russian citizens.
In Russia, it is illegal for same-sex couples to be married or have children.
