If you interpret that map and those figures as the article did, you end up claiming a mere 3000-and-a-bit live births occurred in France in 2005. (Which is when the figures are from.)
The actual French figure for live births in 2005 was 807 000. Which is a lot more reasonable a figure for a country of some 65 million people.
If one follows the trail to the source, it turns out screening was made of 25% the children born in Paris – which might reasonable indicate the children born to black parents and mixed couples. The figure was 54% in the French overseas territories, surprise, surprise. Other regions of France had a screening rate considerably lower than Paris with a bottom figure of 3,5%.
