Police on Tuesday announced the arrest of a teenager in connection with the fatal shooting of a Portland high school student.

Todd Allen Rutherford was arrested about 6 p.m. Monday in Northeast Portland, police said. He was being held at the Multnomah County jail on one count of murder and was expected to make his initial court appearance Wednesday.

Rutherford is accused of gunning down 18-year-old Borisshell Washington (pictured at right), a Jefferson High School senior who would have graduated this weekend. Police did not say what evidence linked him to the crime.

Washington was attending a barbecue at Raymond Park in Southeast Portland Sunday evening when she was shot in the head about 9:30 p.m. Police have not divulged any motive for the shooting. However, they were investigating it as a gang-related homicide.

Witnesses saw at least two cars flee from the scene following the shooting, but police have not said whether any more arrests are imminent.

At 18 years old, Rutherford already has a criminal past, having been arrested multiple times as a juvenile on gun possession and theft charges. He was still on juvenile probation for previous arrests at the time of the shooting.

Rutherford was a senior at Helensview Alternative High School in Northeast Portland and was supposed to graduate with his class Tuesday evening, on the same day as his arrest. Instead, he now stands accused of murder.
