In the middle of the economic recession and increasing unrest over British jobs going to foreigners, leading government figures have indicated their intention to ask Indian companies to bid for Whitehall civil service IT contracts.
The move will see even more British jobs vanish as civil service jobs previously done by British citizens will vanish down the Internet to Indians working for below minimum wage levels in India.
According to newspaper reports, ex-Home Secretary Charles Clarke and ex-Health Secretary Patricia Hewitt are among a cross-party group of senior MPs who want Indian IT companies to bid for the Whitehall contracts.
The group wined and dined with Indian tycoons and business minister Gareth Thomas at a plush London restaurant earlier this month.
The MPs are now urging the Government to relax procurement rules which Indian business leaders believe bar them from bidding for work.
The businessmen are convinced they have “something to teach” the British about how to deliver successful IT projects.
In particular, they are understood to be eyeing Ministry of Defence projects and parts of the Government’s huge DirectGov website.
According to the newspaper, the dinner with MPs was organised by the All Parliamentary Group on UK-India trade and investment at the Cinnamon Club restaurant in Westminster 11 days ago.
Over tandoori breast of pheasant and grilled African prawns, the heads of some of India’s biggest technology giants, including Tata Consultancy Services, whose parent company owns Jaguar, told MPs they faced discrimination when it came to landing UK contracts.
Under rules monitored by the Office of Government Commerce potential bidders must provide three references of work already carried out in the public sector.
Indian business leaders insist that creates a “chicken and egg” situation in which they are unable to gain relevant UK experience in the first place.
Labour’s Brent North MP and former trade minister Barry Gardiner, who chairs the All Parliamentary Group, said: “The situation is a nonsense. We have to create a level playing field. There was a consensus among MPs at the dinner that there should be a change in the rules.”
Addressing fears that UK jobs would be lost to India, he said that was happening already as established Whitehall players, such as Accenture, made their profits by shipping out work to foreign subsidiaries where labour costs are lower.
