Israeli Prime Minister Benjamin Netanyahu has issued directives to the Israel Defense Forces (IDF) to develop comprehensive plans for a potential ground offensive in Rafah, the last remaining refuge for displaced residents of the Gaza Strip. The IDF is tasked with creating a well-coordinated strategy that ensures both the security of the region and the safety of the civilian population, which has swelled to approximately 1.4 million people since the onset of the Israel-Hamas war in October.

Rafah, situated on the border between Gaza and Egypt, has become a critical “safe zone” for displaced Gazans, accommodating a population five times its normal capacity. The IDF’s intensified operations in Gaza, particularly in its pursuit of Hamas fighters, have led to Rafah’s prominence as a refuge amid the broader conflict.
The decision to plan a potential evacuation follows increased international pressure, with the United States urging Israel to consider the protection of civilians in its military operations. U.S. President Joe Biden, in his strongest critique of Israeli tactics during the conflict, described the IDF’s operations as “over the top.” While the Biden administration has refrained from calling for an immediate ceasefire, it has expressed concerns about civilian casualties and called for a more measured approach.
The situation in Gaza has been dire, with local health authorities reporting around 28,000 casualties since the war’s commencement. Approximately 85% of the population has been displaced, and 570,000 Gazans are facing severe food shortages.
