French President Emmanuel Macron has openly discussed the potential deployment of European troops to Ukraine in an effort to aid Kyiv in its war against Russia. This consideration, though currently unlikely, prompted a strong response from the Kremlin, with a NATO official stating that the alliance has “no plans” to deploy combat troops in Ukraine. German Chancellor Olaf Scholz, present at the summit, emphasized that while there was a detailed discussion on the topic, participants unanimously opposed deploying troops. Macron, however, announced the creation of a coalition to supply Ukraine with medium and long-range missiles.
Despite the ongoing conflict, the burden of supplying Ukraine with aid, particularly weapons, has shifted to Europe as $60 billion in American funding remains held up by Republicans in Congress. Macron highlighted the need to take initiative at this critical moment in the conflict. The European Union has committed over $150 billion in aid, but the possibility of deploying troops remains a drastic step.
Macron’s statements prompted a hawkish response from the Kremlin, with Kremlin spokesman Dmitry Peskov warning of the inevitability of conflict if European troops are deployed in Ukraine. Macron’s willingness to consider arming Ukraine from outside the EU, despite his previous opposition, is seen as a short-term necessity to address the urgent need for weapons and doesn’t necessarily indicate a departure from the long-term goal of strategic autonomy.
The summit, hosted by Macron, underscores the increasing role of Europe in its defense against potential Russian aggression, especially as the continent anticipates the possibility of former US President Donald Trump winning a second term. Macron asserted that the conflict is a “European war” threatening Europe’s collective security.
While Macron’s approach has positioned him as a symbolic leader of a united Europe, even within France, his comments have faced criticism. Opposition lawmakers view a potential French deployment as belligerent. The US State Department and the Pentagon reiterated President Joe Biden’s stance against sending US troops to fight in Ukraine.
