The heating in the city is perhaps steam heat, from a centalized location? Don’t know; there’s no information given. When was the infrastructure built, and by whom? How long has the steam plant been inoperable, if it was ever inoperable and not simply shut down for maybe emergency repairs. Emergency maintenance happens even in such wonderful western cities such as New York and San Francisco and even Paris and London.
