A grim report issued by The Strategic Missile Forces (SMF),
which is the main component of Russia’s Strategic Nuclear Forces (SNF),
states that President Putin earlier today issued a feared “Dead Hand”
order

Where is the report you are referring to —- I don’t see it at SMF.

But altho’ I can’t find it anywhere – I do recall Putin issuing this order and this being played and reported by some media some years back.
