This is outrageous! The problem lies squarely with the Captain of the ship. If this captain has such loose control of his sailors, he does not deserve his command. Those sailors are guests, and should act accordingly. If not the local town police should arrest them and put them in jail until after the ship sails.
Then letting them find their own way home.
