It may also violate UN rules to exclude a member representative without the UN first expelling him as persona non grata or some other reason.

So the question boils down to who is in charge of US borders, the UN or the US? Can the UN force the US to violate US immigration laws?

The UN already has forced violation of US tax laws. Foreign UN representatives can stay in the US longer than 181 days without paying a penny of state or federal income tax. UN representatives can hire foreign domestic help without paying them the legally-required minimum wage and need not obtain worker’s compensation insurance for them. It’s diplomatic immunity gone wild. A foreign “ruling class” can occupy space in New York City without even paying for parking tickets. US citizens should complain about not receiving “equal protection” from the law.
