The entire fine benefits an increasingly arrogant bureaucracy.

Fines paid to the US government also go to foreign banks to pay the national debt, which the US government then promptly adds to the debt with new programs to waste still more money.

The multi-billion dollar tobacco settlement likewise was paid to government and promptly wasted. Cancer victims got nothing from that settlement.
