If hollowpoint bullets were “for training”, DHS would have bought cheaper solid point bullets.

DHS ammunition purchases were “for killing”, nothing less. As DHS is domestic security, its targets would have to be ordinary citizens who protest against the government.

DHS claims of training purposes is pure deception.
