What about this : they plant a small device inside your skull (with feelers reaching into you Limbic System, this is quite possible) that sends an alarm whenever you get heavily emotional, only then they start monitoring you (saving their resources).
Like dogs, everyone gets this monitor implanted at a certain age – children younger than six are rareley ENEMIES OF THE STATE.

You may get heavily emotional whenever something exciting is going to happen (this will enable them, or so they will say, to keep school shootings or bank heists from happening).

It may also get them some recordings about your sexual life but not to worry, they don’t care about that. THAT will only be good for hoots of laughter in some unknown NSA premises somewhere underground… or one of the other 16 “Intelligence”
outfits that are beholding the Land of the Free.

People, this not something that’s new. It already exist in our cars and is used often by accident investigators to find out what speed the car was traveling and how soon the brakes were applied. Most of them are located, like the one pictured above, on the hump right behind the dash board. Just ask your mechanic about it, or an accident investigator from your local law enforcement agency.
