Sadly not an isolated incident where policy try and justify unlawful acts.

P.S. I do not initially (reading headlines) hold the shooter as a murderer; HOWEVER because the sniper wished to save his own career’s ass, he is AT THE VERY LEAST liable to such charges as obstruction-of-justice, if not murder.
