China as is, has 200,000,000 unemployed so they are Keeping unemployment down with unneeded work. China has too many of this kind of cities in China so they are building elsewhere. They offered one of their ghost cities in China to Japan if Tokyo was to be evacuated do to Radiation danger from the fallout from the power plant disaster.
