It inaccuracy you mention is not as bad as it looks. In a presidential election in the United States the states elect a president to represent the Union. People are only represented in The House of Representatives. The electoral vote by the States is a proxy vote done by electors who are currently voted for by the people but State Legislatures can choose you their electors are to be chosen. So 2.2 million divided by 50 in a population of 308,000,000 isn’t a large error.
