Hypothesis 2: printers have made such progress that everybody can buy cartridges of magnetic black ink for printing super-dollars.
Hypothesis 3: Venezuela need weapons from other countries, but they accept only gold for payment.

Venezuela central bank is now happy having let a part of his gold reserves into other central banks, for making the payments for the weapons, because in war times, transporting gold is really hazardous!

Hypothesis 4: mobsters have stolen all gold in Venezuela central bank, as Saddam Hussein stoled Koweït gold:
Venezuela central bank is now happy, not having repatriate external Venezuelan gold reserves!
