Currently 24 states and the federal government have passed legislation to collect DNA on felony arrest, at the same time finger prints and mug shots are taken. Too many criminals are given slaps on the wrist and released for felonies when, if DNA had been collected, it could tie them to DNA evidence from a murder, rape or other heinous crime.
