All I know is that according to the Induction Magnetometer’s monitoring, HAARP started to be pretty active on august 4th. (it’s a billions watt microwave oven for the atmosphere)
But no major earthquake has been reported.

Quite a few heat records have been broken this year already. The HAARP program has nothing to with it, it only regards research on (temporary) improvement of the ionosphere for commuication purposes should the satellite fleet be disabled / downed in case of war threats. Climate change is a large enough threat already: phytoplankton, at the base of all marine life is declining which will impact the amount of fish that can be harvested. Noctilucent clouds have been related to global warming as well: although the lower atmosphere heats up, the upper atmosphere cools, easing the formation of water crystals there.
