So it is possible to pay fines for almost anything in cash but without proof of payment. The drug traders do have a large budget. Wherever they meet resistance but bribery doesn’t work, they buy better weaponry than the police uses. The war on drugs ought to be fought in the countries with the addicted consumers, not in Latin America!
